Organization-wide BYOC routing for new single-node Jobs and TrainingJobs (Beta).

Call nodus.byoc.configure(enabled=True, overflow=False) to prefer connected accounts and queue when none can take the work. Set overflow=True to allow paid Nodus fallback, or enabled=False to stop using BYOC for new work. The async form is await nodus.byoc.configure.aio(...). Both forms return {"enabled": bool, "overflow": bool} and require organizations:write.
