Estimates of waiting work show no starting and stopping cost
An estimate of work that no capacity can run yet already shows no hold and no hourly rate. It now leaves out the
starting and stopping cost too, which read as $0.00, so nothing in the estimate looks free before the work is
priced. The NoCapacity warning or blocking reason still says why the work is waiting.
